Created stack version tags to avoid this in the future, will pin the stack starter project revisions instead under devfile/registry#623 to fix this issue. |

Description
Reverts #2 due to non terminating issue discovered in running integration testing on the devfile registry.
Will need to first merge devfile/registry#622 & devfile/registry#621 and pin the starter project references before these changes can be merged.
